This crucial step stops the cooking process and removes excess starch, keeping them separate and non-sticky. Let the noodles sit in the colander for a few minutes to drain completely.
  2. Prepare the Chili Garlic Dressing: While the noodles are cooking and cooling, prepare the vibrant dressing. In a small bowl, whisk together all of the dressing ingredients: neutral oil, low-sodium soy sauce, honey, toasted sesame oil, chili garlic sauce, fresh lime juice, grated fresh ginger, and minced garlic. Whisk vigorously until all components are well combined and emulsified.
  3. Assemble and Chill the Salad: In a large mixing bowl, combine the thoroughly drained rice noodles, your chosen fresh vegetables (carrots, snow peas, red cabbage, etc.), thinly sliced green onions, fresh cilantro, and basil.
